Theophylaktos 17 was possibly a deacon or a priest; in 787 he represented the see of Tios at the first session of the Second Council of Nikaia (the Seventh Ecumenical Council) (on 24 September 787): Mansi XII 995 (Θεοφυλάκτου τοποτηρητοῦ Τίων). At the next session the see was represented by Sabas 3 and at the seventh by the bishop Michael 13.
