Theodotos 45 was a strategos and the addressee of a letter from Theodoros 15 (Theodore the Stoudite) written between 821 and 826; he had been reported by an unnamed abbess (Anonyma 74) to have held communion with the iconoclasts, though under compulsion, and is blamed by Theodoros, who imposed a penance on him: Theod. Stud., Ep. 484, pp. 710-711 (addressed Θεοδότῳ στρατηγῷ). Part of the MS tradition gives his name as Theodoros.
