Theodotos 16 was a member of the family of the Melissenoi; he was strategos of the Anatolikoi in 843 or 844; he employed Karbeas 1 on his staff as protomandator, when Karbeas 1 (q.v.) deserted and revolted: Theoph. Cont. IV 16 (pp. 165-166) (τῷ στρατηγῳ τῶν Ἀνατολικων ... Θεόδοτος οὗτος ἦν ὁ κατὰ τὸν Μελισσηνόν), Scyl., p. 92 (ἐστρατηγει τῶν Ἀνατολικῶν Θεόδοτος ὁ Μελισσηνός).
