Theodoros 31 was bishop of Prainetos in Bithynia; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at the last nine sessions (sessions ten to eighteen, from March 18 to September 16): Riedinger, pp. 282-826 (= Mansi XI 389-676). In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled Θεόδωρος ἐλέει Θεοῦ ἐπίσκοπος τῆς Πραινετέων πόλεως τῆς Βιθυνῶν ἐπαρχίας: Riedinger, p. 790, line 14, p. 826, line 25 (= Mansi XI 649, 676). In the lists of those attending each session he is styled Θεοδώρου ἐπισκόπου Πραινέτου: Riedinger, p. 282, line 9, p. 406, line 4, etc. (= Mansi XI 389, 460, etc.).
