Phokas 1 was bishop of Dadybra in Paphlagonia; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at two of the last three sessions (sessions sixteen and eighteen, on 9 August and 16 September 681): Riedinger II 2. 690-828 (= Mansi XI 616-680). In the subscriptions to the statement of the faith, which condemned monotheletism, he is styled Φωκᾶς ἐλέει Θεοῦ ἐπίσκοπος Δαδύβρων: Riedinger II 2. 792, line 17 (= Mansi XI 652). In the signatures to the Council he is styled Φωκᾶς ἐλέει Θεοῦ ἐπίσκοπος τῆς Δαδυβρηνῶν πόλεως: Riedinger II 2. 828, line 16 (= Mansi XI 680). The old Latin version calls his see "
