Philippos 3 was bishop of Sion in Asia; in 787 he was represented at the Second Council of Nikaia (the Seventh Ecumenical Council) by the priest Theognios 2: Mansi XIII 141 (Θεόγνιος πρεσβύτερος καὶ ἐκ προσώπου Φιλίππου ἐπισκόπου Σιὼν). Theognios 2 probably attended all eight sessions, but no other reference to him mentions Philippos 3.
