Nikephoros 69 was an envoy of the emperor Leo V (Leo 15), sent to Louis the Pious (Lodoïchos 2) at Aachen in 817 to discuss matters affecting Dalmatia; he had first to wait for the arrival of Cadolah (Kadolah 1) (Count of the March of Friuli); when he began negotiations with him, it emerged that decisions could not be made without the involvement of many Romans and Slavs in the area and therefore Nikephoros 69, Kadolah 1 and Albgar 1 were sent to Dalmatia for this purpose: Annales Regni Francorum s.a. 817.
