Leo 28 was bishop of Prousa (Broussa) (in Bithynia) under the emperor Theophilos 5; an iconoclast, when persecution resumed in 832/833 he persecuted iconophiles, including Peter of Atroa (Petros 34) and his monks; when he arrived at their monastery (St Zacharias), however, they had already scattered: Vita Petr. Atr. 63, pp. 187-189 (τὸν τὴν Προυσαέων χώραν κρατοῦντα ψευδεπίσκοπον Λέοντα). He is not otherwise recorded; cf. Laurent, p. 187, note 4.
