Kosmas 11 was the bishop of Kolossai in Phrygia Pacatiana; in 692 he attended the Quinisext Council in Constantinople and signed the canons: Ohme, Bischofsliste, p. 164, no. 177 (= Mansi XI 1001) (Κοσμᾶς ἐπίσκοπος πόλεως Κολασσῶν Πακατιανῆς).
