Ioannes 83 was a monk; in 787 he attended the Second Council of Nikaia (the Seventh Ecumenical Council) as representative of the bishop of Dyrrachion, Nikephoros 10, at the first session, on 24 September: Mansi XII 994 (Ἰωάννου μοναχοῦ καὶ τὸν τόπον ἐπέχοντος Νικηφόρου ἐπισκόπου Δυρραχίου). Nikephoros 10 himself attended the second and, probably, all later sessions.
