Hugo 1 was comes of Tours; in 811 he was one of the envoys sent by Charlemagne (Karoulos 1) to the emperor Nikephoros I (Nikephoros 8) at Constantinople to ratify the terms of the peace proposed by Nikephoros 8; his fellow-envoys were Haido 1 and Aio 1: Annales Regni Francorum s.a. 811. In the following year, following the death of Nikephoros 8 and the accession of Michael I (Michael 7), the envoys sent by Karoulos 1 to Nikephoros 8 were sent back by Michael 7 accompanied by imperial envoys (cf. Arsaphios 3) confirming the terms of the earlier agreement: Annales Regni Francorum s.a. 812.
