Gregorios 23 was a priest; in 787 he represented the bishop of Smyrna at the first two sessions of the Second Council of Nikaia (the Seventh Ecumenical Council); Mansi XII 994, 1095. In the list of those present at the first session he is styled Γρηγορίου πρεσβυτέρου καὶ τὸν τόπον ἐπέχοντος τοῦ ἐπισκόπου Σμύρνης: Mansi XII 994. At the second session he spoke in support of the traditional veneration of icons as described in statements from pope Hadrian I (Hadrianos 1); he is styled Γρηγόριος πρεσβύτερος καὶ τὸν τόπον ἐπέχων τῆς ἐπισκοπῆς Σμύρνης: Mansi XII 1095. At later sessions (the fourth and seventh) Smyrna was represented by Antonios 4. Gregorios 23 was presumably a priest at Smyrna.
