Georgios 23 was bishop of Miletos in Caria; in 681 he attended the Third Council of Constantinople (the Sixth Ecumenical Council) and was present at the last eight sessions (sessions eleven to eighteen, from March 20 to September 16): Riedinger, pp. 404-825 (= Mansi XI 457-673). In the subscriptions to the statement of the faith, which condemned monotheletism, and to the Council, he is styled Γεώργιος ἐλέει Θεοῦ ἐπίσκοπος τῆς Μιλησίων πόλεως τῆς Καρῶν ἐπαρχίας: Riedinger, p. 786, line 1, p. 825, line 15, cf. p. 893, line 28 (= Mansi XI 645, 673, cf. 693). In the lists of those attending each session he is styled Γεωργίου ἐπισκόπου Μιλήτου: Riedinger, p. 404, line 15, p. 518, line 6 etc. (= Mansi XI 457, 520, etc.). His name has fallen out of the list for the seventeenth session (column 623), and the text should be emended to read "Gregorio episcopo <Mitylenae, Georgio episcopo> Mileti"; cf. Gregorios 14. He was among the signatories to the copy of the definition of the faith sent to the bishop of Rome, Agatho 1: Riedinger, p. 893, line 28 (= Mansi XI 693). He was still bishop of Miletos in 692, when he attended the Quinisext Council at Constantinople and signed the canons: Ohme, Bischofsliste, p. 151, no. 46 (= Mansi XI 992) (Γεώργιος ἐλάχιστος ἐπίσκοπος τῆς Μιλησίων πόλεως τῶν Καρῶν ἐπαρχίας).
