Eustathios 28 was basilikos strator and protonotarios of Thessalonike; owner of a seal dateable between the mid ninth and early tenth centuries: Zacos II 148. Obv.: patriarchal cross on base and three steps; circular inscription of Κ(ύρι)ε βοήθη τῷ σῷ δούλῳ. Rev.: +Ευσταθη - ω β' στρατο - ρ' (καὶ) α' νοτ' Θες - αλονηκις. The name and titles read: Εὐσταθίῳ βασιλικῷ στράτορι καὶ πρωτονοταρίῳ Θεσσαλονίκης.
