Arsaber 21 was dioiketes of Miletos; owner of a seal dateable to the ninth century: DOSeals III 26.1 = Zacos and Veglery 1731b. Obv.: cruciform monogram of Θεοτόκε βοήθει with τω - σω - δου - λω in the corners. Rev.: +Αρσα - .ηρ διοι - .ιτη Μη - ..... The name and title were read by Zacos and Veglery as: Αρσαβὴρ διοικητῇ Μυτιλήνης, but Nesbitt and Oikonomides, the editors of DOSeals III, claim that the place name should be read as Μιλη - του. His name indicates an Armenian origin. Cf. Arsaber 3.
